Hurricane Ida's Impact
The biggest natural disaster event of 2021, in the state of Delaware, was the historic flooding in Northeast Wilmington, due to the remnants of Hurricane Ida passing through the region in early
September 2021. This was the largest flooding event confronted by the City of Wilmington and the State in recent history. Almost 250 residences in the 11th Street Bridge community of Wilmington’s 3rd District were impacted by the high water, with homes in the 13th and Heald Streets area suffering catastrophic damage.

The Formation of the Eleventh Street Bridge Community Long Term Recovery Group, Inc.

In September 2021, following the flooding in Northeast Wilmington, resulting from Hurricane Ida, the Delaware VOAD (Volunteer Organizations Active in Disasters) responded with assistance from member organizations such as the Red Cross, Salvation Army, and Team Rubicon. In addition, volunteers and officials from the City of Wilmington's Office of Emergency Management as well as the State of Delaware's Health and Social Services and Housing Departments; local organizations, and faith-based organizations, assisted residents with immediate needs. However, as the initial response work wound down, it became clear that the damages to the residences (homes, apartment building) and businesses (local store, churches) would require rebuilding or a more involved response effort.
This community-wide need called for a unique response, the launching of a long term recovery group for the required, sustained, and mobilized effort. Guided by the expertise and seasoned experiences of the Rev. Philip Huber of Lutheran Disaster Response and Chair of the Maryland VOAD, the 11th Street Bridge community united and established the Eleventh Street Bridge Community Long Term Recovery Group, Inc. (ESBCLTRG), in December 2021, with resident, Tamika Brooks Collick, accepting the role as Chair for this important community volunteer endeavor. The ESBCLTRG was incorporated in August 2022 and attained its 501(c)(3) status in December 2024.

Since its inception, the ESBCLTRG, consisting of residents, business owners, local, state, and/or federal agencies, meets on a regular basis to undergo the planning and response process that is needed to assist the 11th Street Bridge community of homeowners towards recovery.

Our mission is to assist the 11th Street Bridge residents, who were impacted by the devastating flood caused by Hurricane Ida, back to their pre-flood conditions. As requested, the ESBCLTRG’s Disaster Case Worker will work confidentially and compassionately to assess each resident's needs and vulnerabilities, through an equitable and integral process, in order to determine the resources needed to bring the whole family to recovery status.
