Hurricane Ida's Impact
The biggest natural disaster event of 2021 in the state of Delaware was the historic flooding in Wilmington due to the remnants of Hurricane Ida passing through the region in early
September 2021. This was the largest flooding event confronted by the City of Wilmington and the State in recent history. Almost 250 residences in the 11th Street Bridge community of Wilmington’s 3rd District were impacted by the high water, with some homes in 13th and Heald Streets area suffering catastrophic
damage.

How the Eleventh Street Bridge Community Long Term Recovery Group was created
Following Hurricane Ida, Delaware VOAD (Volunteer Organizations Active in Disasters) responded with assistance from member organizations such as the Red Cross, Salvation Army, and Team Rubicon. Volunteers and officials from the City of Wilmington helped residents with immediate needs, but as the response work wound down, it became clear that some of the damage would require a rebuild, or Response, effort.
That called for launching a Long-Term Recovery Group (LTRG) for the required sustained effort. Guided by the experience of Rev Phil Huber of Lutheran Disaster Response (LDR), the Eleventh Street Bridge community established an LTRG (ESBCLTRG), with
resident Tamika Collick stepping up as Chair for this important group in December of 2021. The group has operated since January of 2022, becoming an incorporated non-profit 501c(3) in August of 2022.
The ESBCLTRG, consisting of residents, business owners, local, state, and federal agencies, meets on a bi-weekly basis to undergo the planning and response process towards long-term recovery.
